errr........
the manual hints the evasion skill avoids breath kind of spells. Does it evade others? Does it improve with levels? Or did I miss something in the manual.

What's the optimum level for thief before dual to mage or cleric?

Evasion works for area effect spells where normal characters take half damage when they make their save, like cone of cold or fireball. The chance for a successful evasion improves when your saving throws improve since you evade when you succeed your save for half damage.
The optimal level for dualing to mage in HoF mode is 10 or 11, each following level costs as much XP as the first 11 together and slows down the mage progression too much without giving any advantage.
For dualing to cleric it depends on what you need your thief for, if you only want to pick locks and disarm traps even level 3 might be sufficient (you can boost dex to 25 with the DUHM spell), else I'd take level 10.
