Problem starting Thinned Blood Quest

Alright, I've played this through before and I know that to start the Thinned Blood quest you have to talk to E on the pier and start the thinned blood dialogue... well, I've done that 3 times! Every time I speak to him he seems to reset and say his intro piece again (you know, the whole "hey man leave us alone we aren't hunting here" spiel).
I have installed the official 1.2 patch, as well as this one here:
Vampire: The Masquerade - Bloodlines Patch: Download - Dedicated 100 mbit Fast Files Hosting Servers
Could my problem be with one of those?
I know it's not an important quest but it's one of my faves, and now that I got my game running on my new high-speed comp, and load screens are almost non-existant and gameplay is superb, I'd really like to play the WHOLE game as it was meant to be played!

No. What exactly happens when you talk to him about thin bloods? Are you not able to ask him about Lily?

I can do the whole thin blood dialogue - the normal dialogue you usually get when you first talk to him, which includes some dialogue about Lily and how he last saw her at the diner - which is what should trigger the quest... but when I check my log, it's not there! And when I go back to talk to him, it's as if he's been reset... I've talking to him and thin bloods and Lily about 10 times now but the quest just won't trigger. The rest of the vamps on the beach don't reset, though... just E. It's very bizarre!

I think I lucked out, according to what I've read in this forum! I've got a brand new Toshiba Satellite, 320 GB HD, 4 GB RAM, intel x3100 graphics card (not that great even!), and am running 64 bit Vista. I used that trick in the icon properties to get the game to run on Vista... and, amazingly, it's 10x better than when I first bought the game in 04 and ran it on it's "recommended" settings!
My first time playing VTM on this new comp was last night and I started as a Tremere but now I think I'm going to start over... I want to try Celerity on this comp - it was useless on my old, slow laptop but I think it'd be amazing on this one! My load screens last less than 5 seconds, most times less than 2 secs! Dialogue is fast, there's no lag while running or fighting or when it rains... Definitely how the game was meant to be played.
Gah! I'm running on and on lol It's gotten me all excited about VTM again
And I did try reloading... but it's still the same. I wonder if something happened in the install and I should try installing it again - I still had that damned Vista User Account Control on when I was installing and it made me approve every CD as I installed, etc... I finally just figured out how to turn it off about 10 minutes ago.

I checked the dlg file and can't find the problem. Use the console to get the value of G.E_Info. If it is 1 set it to 0 then try again...

It says it's set to 1...
How do I set it to 0? putting in G.E_Info 0 doesn't work...

The syntax would be G.E_Info = 0.

It worked! The line of dialogue that triggered the quest ("Hm, I should look into this thin blood thing.") wasn't popping up before then...
what is the G.E._Info for anyhow?

Just a variable tracking a dialogue state. There are hundreds inside the game...

This is a related issue: I had already accepted the Thinned Blood quest and went to the diner to investigate further. I talked to Doris and received the bribe but did not have the option to talk to her about Lily. I went on about my way thinking to try it again later and the quest has disappeared from my quest log and I can't get it from E. again. Would really appreciate any assistance anyone could give me.
And one more thing, I tried to enable the console in my shortcut and it's not working. It says the path or filename is incorrect. This is how it looks with -console on it:
"C:\Program Files (x86)\Activision\Vampire - Bloodlines\vampire.exe"-console
Am I doing something wrong. This is on a windows 7-64 bit OS running VTMB in compatability mode for XP service pack 3

I don't know, perhaps the lady from the diner is not willing to talk about Lily anymore once you've extorted her for the bribe.

That shouldn't matter. Try setting G.Doris_Lily = 0 and talk to her again. Are you sure you didn't already do this quest?
