Really unique game glitch, any support welcome!

Hello everyone, I am brand new here on the forums, but I have been a long time silent user of the Game Banshee website, and hoped that here perhaps I could find some help.
I have a nearly game-ruining bug with SOA that carries over to TOB and the patch.
Effectively, when I try to do pretty much anything with the quickbar,(I use this term to reference the bar at the bottom of the screen.) It acts like it is being used by another person. To elaborate, when I try to cast a spell, I click on the cast icon and it refuses to show me the spell list. I try to defend another player, it refuses to register the click to try and activate the defense selection.
I try to force attack something, it fails to activate. When I try to use the special abilities button, it refuses to display.
And as a added bonus, if I place anything in the rightmost quickslot, such as a potion or wand, it acts like I am constantly activating it. If I put a stack of potions in it, the PC it is assigned to will constantly drink them until depleted.
Now you may attempt to Google answers to my problem, and you may find out that the only other person in the internet that is having the same problem as myself is someone complaining in a torrent comment thread about the precise same problem with his torrented copy, but I can assure you that I legitimately own both SOA and TOB.
So far I have reinstalled the game about five times, including once on another computer then transferring the files over to this one, twice with the Gibberlings 3 fixpack, and several miscellaneous times with different directories.
I did manage to narrow it down to the problem continuing even if only SOA is installed, and I figured out a semi-workaround. (Open inventory, close inventory, which then allows me to do one action before breaking again.)
I am running on XP Pro with TOB, the latest patch and the G3 fixpack. I have a DVD-RW drive and 2 hard drives, the game being installed on the second.
My only thought as to the problem is that perhaps some of the BG2 installation remains in the registry from a earlier installation, and is somehow messing up the game. I do remember that my DVD drive has been acting up a bit though, perhaps it is reading the cd as corrupt, or BG2 thinks I have a stolen copy?
Any thought the remaining community can give on this would be most welcome.
