Charisma 7 - People's Reactions *very mild spoilers*

Hey guys,
I've just started a new game and successfully arrived at Megaton. Now there's one thing I noticed however. Although my character has a charisma value of 7, I keep getting "negative" reactions from people. I'm not talking about the NPCs you can actually speak to, like the sheriff for example. They do respond nicely.
"Normal" NPCs like "Megaton Settlers" for example though keep giving me lines like "Stop talking to me! Someone might see us...". Same with the fellow students back in the Vault. When I tried talking to them they always let me know in some way that they don't want anything to do with me.
Does anybody have an explanation for that? Is that how it's supposed to be?
Maybe non-conversation NPCs' reactions are rather based on Karma than on Charisma?
Speech has always been up to scratch since the G.O.A.T. btw. Though I doubt that plays a role...

They always do talk like that, at least I think they do. It's kind of strange. When you're practicly the definition of good, they'll start giving you presents, saying stuff like 'Thank you, you're are so awesome', but then when you talk to them again they'll say they don't want to be seen with you. I think it's because you're an outsider of the community.

I think there are few things that affects to how people react:
1) Charisma - Haven't noticed much change with different charisma, but it could be that it gives some base values where everything else is related. At least, one of the loading screens claims that it affects people's reaction
2) Karma - This is more visible. As SupaCat stated, when you gain some Karma people in Megaton starts giving you gifts and such.
3) Your doings - Mostly this falls under the Karma, but sometimes this isn't as simple, unless the game contains special "City Karma" for each location and group.

I've been noticeing like in the example of Jericho who wont join you unless your neutral, each person has their personal views of things. Your karma needs to meet their requirements for them to respond positively to you. Some will respond to neut. Karma while that puts off others. Some will respond better to negative karma while repulsing those of more good alignment. It's pretty much a given you'll always have someone that doesn't want to be seen talking to you because THEY have a reputation and they might think others seeing you talk to them will tarnish their rep.
Does that make sense?

Each alignment has 2 companions, with dogmeat available to every alignment.
I guess it could be possible that a town like Megaton is a neutral city and that's maybe why they don't want to be seen with a good karma saint.

Actually, if your alignment is good, then normal citizens of Megaton bring you gifts.

Little Update: Now it is actually the other way around
I'm in Rivet City and even people like Sister or the little brat are like "Hey, good to see you!" etc.

If your alignment is very negative, raiders in Paradise Falls bring you gifts so you won't hurt them. All these gifts tend to be around 2/3 useless (nuka cola, bad food), around 1/3 of the time you get like 10-20 rounds of ammo.
Karma also determines who randomly hunts you: Regulators or Talon Co Mercs.
As you can see, it's a 6 of one, half dozen of the other situation: It doesn't really matter much whether you're "good" or bad, you get rewarded and punished the same either way.

That is true.
Though, I have noticed duriring several gameplays that you spent more time in Megaton than in Paradise Falls, so in normal playing being good gives you more than being evil.
Also, I wouldn't say that 2/3 of things you get is useless. At least what I have gathered, usually in Megaton you get A) healing stuff (stimpaks, Rad Aways etc.) B) Ammonations C) Things you can sell to stores with prety high profit.

I'd like to add that Tenpenny Tower citizens will also bring you goodies if your a baddie. Or at least they have been for me. I've gotten caps, stimmies, radaway and other chems. and I got a 10mm pistol and some other random stuff. All depends on what you do and where you want to do things.
