Lazlo Redford

Who is this named NPC? I had my char walking a path between Casey's Garage and Little Lamplight when I picked up a red warning pointer. The "hostile" was in one of those deep paths among the rocks and Charon and my char spotted the threat. I lobbed a mess o' frag grenades at it until it was dead. When I checked out the body it said it was someone named Lazlo Redford. Part of a mini quest maybe or what?
