A few questions

1) In Elders Scroll III:Morrowind, you could Soul Trap spells on yourself such as Fortify Agility so it stayed at the fortified level. Have they made this impossible in Oblivion?, or do you just need to be a certain level?
2) I notice at different points in the game I can buy spells from people, other times I can't buy them from that same person and after that again I can. Any ideas why?
3)Is there a Levitate spell in Oblivion?
4)What's the best way to level up fast?... I'm only a level 12 and I've completed ALL the Mages Guild quests, Fighters Guild quests, Thieves Guild quest, The Dark Brotherhood quests, I'm the Grand Champion of The Battle Arena and I've completed over half of the main quests, So surely I'm doing something wrong. I've almost beaten the entire game and I'm only a 12?
5)Trainers/Training: You can only be trained 5 times per each level?
6)Alot of the spells I see need you to have 1,000+ Magika, like I said I've just aout beaten the game and I'm only a level 12 with 100 something Magika?
[I guess I really need some help with this, I must be going about it all wrong]

(1) Yes it seems that it is now impossible.
(2) Don't know, but its nothing to worry about.
(3) I believe so if by levitate you mean telekinesis, there is also a staff for telekinesis.
(4) Well I'm not sure. Try doing the Hermaeus Mora quest, he has his own shrine somewhere in oblivion, you find out the exact location on this site [somewhere ..

]
(5) When someone is training you, yes. Unless you have higher skill then the trainer.
(6) I don't understand the question...

2) There is a schedule on hours of service and hours of wander
4) You will regret that (it is best to level up in a carefully planned way)
6) Train the associated Magic Skill/School that house the spell, and the aforementioned spell cost should be reduced

The best way to start (for me and possibly others) is to level up once getting out of the prison
(killing things, raising your major skills). About every few levels run through a few quests, i.e 2-4 lvls : 2-5 quests. And save your gold! So you can gather more income by hiring the 'Pirates via Thieves Den plug-in' for monetary earnings. Then from there, it should all be up hill. More time spent on quests, leveling, the more $ you'll have overtime
(And this only works if you don't set the diff mode on easy). Im usually around lv. 38-42 before finishing the game. And the trainers are only best used when you're within 5 final levels of any given skill rank (i.e 75-95 before Master).

There is no levitation in Oblivion, not legitimately anyway.

Not in Oblivion.

The 'shop' is not always open (and a person counts as a shop when they have saleable items)
You can buy spells of any level when the 'shop' is open, but you have to be of the right level to actually cast 'em, and have enough magica.
Zabaknight wrote:1)3)Is there a Levitate spell in Oblivion?
No. They tried to add it, but the new game format - or something - prevents you seeing anything but lines when you are levitating, so they had to take it out.

Hm. Are you
only doing the 'quest' lines? Personally, I mostly don't start the quests until lvl 5 or so. Clear out a few local caves, ruined forts, aleid ruins; do the little side quests in the Imperial City, and in the other cities as well... mooch around looking for trouble...
Zabaknight wrote:1)5)Trainers/Training: You can only be trained 5 times per each level?
You can train yourself as much as you lik. You can only get training from a Trainer 5 times per level

A lot of Expert and Master level spells require a lot of Magica to cast. Lower level spells don't.
The principle way to get more Magica is use a race that naturally has a lot of Magica (Breton, High Elf), and/or use a birthsign that increases Magica (The Mage, The Apprentice, The Atronach), but you need to be careful with some of 'em!
Alternatively, train yourself with skills that use INTELLIGENCE (Alchemy, Mysticism, Conjuration) to give yourself an INT bonus on level-up. You don't get so much this way, of course, but you should get enough Magica to cast Journeyman spells.
But, honestly, if you want a magic-based character, you have to build one in character creation; otherwise, just treat Magic as a back-up. It's not like it was in Morrowind!

Zabaknight, I don't think you make any mistakes, and there are some here who have answered your questions. But one thing I noticed, is that you didn't talk about going out in the wilderness, and killing creatures. Or just casting spells at random. Most schools of magic have one or more spells that you can cast, and not harm anyone. To level up, you have to work out your major skills. I do believe that every class has some sort of magic that they have in the major skill set. I believe to build up magicka, you need to build up willpower. You can easily build up your athleticism and acrobatics, at about the same time. I the cities, run and jump. But working your major skills will allow you to level up fairly fast.

I don't know were you got that information Fljotsdale, but it's flat out wrong. There was a mod that put a magic carpet in the game, but it worked very poorly, but nothing to do with seeing lines. You can also emultate the effect of levititating by using the console, and again no lines. They didn't put levitation into the game for two reasons. One being the way they did cities, levitate and the cities are an eye-sore. The other being that if you could fly you'd soon realise how small the game world really is. They made lots of spurious claims about the game world being vastly bigger than Morrowind, and it isn't, this becomes very evident when you fly.

This isn't an official answer from Bethesda or anything, but it seems to me the main reason you could levitate/fly in Morrowind and you can't in Oblivion is that in Morrowind the cities are part of the exterior world environment, so there is no discontinuity flying over or into them. In Oblivion, the cities appear open, but they are separate areas in terms of the game engine. If you were to fly over a city wall from the wilderness, only the parts of buildings and other things you can see from the ground outside the city are textured carefully; the rest of the environment is textured with very low detail. There also wouldn't be any people, and you couldn't enter the buildings. If you're playing on a PC it's easy to demonstrate this with a console code. If you're on 360, you can see the same thing in reverse if you have a character with massively buffed acrobatics skill. From inside a city (Anvil is the easiest), make your way onto the rooftops and from there to the city walls and over. The landscape outside the city is low detail and once you get to an area that you can't see from inside the city there are sometimes no textures at all. There are no NPCs or creatures and nearby mines, oblivion gates and other locations are missing. There aren't even any city gates on the outside of the walls (to get back in, you'll have to fast travel).

Oh.

I read it on this site... or I think I did! I get all my Oblivion info from this site. However... thanks for the correction! I won't EVER mention anything about levitation again! Promise! (Well, unless I forget, anyway...)

Free Falling or "Sky Diving without a Parachute!"
Hello, All! There's a mod called, "Open Cities". I got it so that I could use the "Pegasus" mod. Pegasus was fun to ride while I had him!

But along came some other mods that clashed with them, so I had to stop using them.
But it was fun while it lasted. The Magic Carpet didn't work well. The Levitation mods vary in quality. I've got one mod that allows me to be teleported to the top of White Gold Tower, where there's a plank to leap from and see what Belthan described for yourself. Also I have the "EEK!" mod I think it is called, that places a pad near the stables by Imperial City. It places you up in the sky for a nice view too, until you step off and do your best Wiley Coyote impression! But this one keeps the details, so when you impact, if you are alive, you may repeat the thrill again! Hopefully your fall didn't kill some NPC or one of the horses though. At least Shady Sam is close by if you need to buy health potions!
But other than for laughs, Levitation doesn't seem to be worthwhile. Feather and Acrobatics seem to be much better for the game's needs. So if you get a Sigil Stone with "Feather 125", be sure to save it for a wise usage!
