Four questions from a newcomer...

well I recently (yesterday) started playing fallout (1) for the very first time...and Im lovin it.
But, i do have a couple of questions... now maybe someone an give a hand as I've been looking for info about this in several sites but did not find an answer to my precise query...so here they are:
1) I notice that, in order to move the camera you have to either hit the edge with the mouse or use arrow keys. Now, I rather use the arrow keys but, frankly, the screen reaction to this is pretty slow... I also, however, noticed that prssing "C" centers the camera over my character. So, the question is:
Is there a way to configure some file or something so that the camera is permanently fixed on my character?
2) Is there a way to change the keyboard configuration?
3) I'm using a mod which allows for higher screen resolutions, however it advises that doing so compromises with the quality of the cutscenes, which indeed it does. Is there a way around this?
4) Finally, I'm not one to judge a game for its looks, and as a mather of fact, I do like the game visual style, but its graphics are somewhat misleading for me, so is there any tweak to sharpen them or make them more clearer (no brightness adjustment, mind you)...
