can some one tell how to get forbidden lands throlls dont let me throw gate

Talk to Vartugg. He is in the only building in Skuldoon that requires you press Shift to open the door. (Speak with the guy behind the bars, and tell him you want to see Vartugg.)

Before you talk to Vartugg be sure you have also talked to Mara Graemare at the Harrow Ruins. She will give you a letter that will allow you to talk to Vartugg in the first place.

I come to the harrow ruins I look everywhere but i didint found anything just celestlian shrine and few monsters

What quests are in your log? That will tell us what you need to do in order to progress.

1...Find Sir Falen, a knight who was captured by the demigoth slaver Minas Taw, and rescue him from his predicament.

2...And find Lord Graemar son Valdane

Finding Valdane is a process of talking to people - one of which (Lord Davenmore) you've obviously spoken to by now. So, let's go through the rest of the list:
Lord Graemare (Bolen Fields; follow the road north from Fargrove's west gate)
Gileah (Fargrove Inn)
Mara (Shrine of Celestial Power)
Vartugg (Skuldoon fortress)

I would guess that you haven't been to see Graemare yet, or I think your quest log would tell you to talk to Gileah. That's a guess. It's worth it to stop by the Fargrove Inn on the way to see if that's where you need to go, before heading all the way up to Bolen Fields. Gileah is the chick that walks around inside the inn; I think she's a waitress. I'm certain that your quest log will tell you to find Mara after speaking with Gileah.

I believe you only have to talk to Lord Graemare once, but he will tell you about the 'girl at the inn' in Fragrove. Then he will tell you to tell her 'I seek the lost eagle', and she will tell you about a girl who left on urgent business and to come back later. Then once you've re-entered Fargrove and freed Lord Davenmore you go talk to Gileah again and she will tell you about Mara beyond the creeping stones. I believe that's the order you have to take.

Gileah says she dont know nothing about mara right now and then says come back later
