It works pretty much as in old Fallouts, each level you gain you get certain ammount of skillpoints. Once you have reached level cap (20) there is no way to raise skills anymore besides finding Bobbleheads, and those won't rise the skill much.

The skill books will raise your skills by 1 point each, or with the comprehension perk, 2.

However, there are only 25 books per skill......

I really would not say that 10 skill points to a single skill when each skill caps at 100 "not much". 10% per bobble head is alot! Add that to the Comprehension perk taken around level 4-5 means 2 skill points per book. That would mean many skills can be maxed out without even placing much points into them. Also, there are (as I can recall off-hand, but I may be wrong here) 2 additional items that raise the Speech skill.

But other than what's posted, yeah. You raise skills every time you gain a new level, but once you hit the level cap of 20 (without the additional add-ons) you will have no way to gain skill points from level up anymore...

Not-related
Unverified, but it seems so in one play through: you can raise a skill to over 100 it seems. Try raising a skill to 100, then obtain the bobble head for that skill and/or the related SPECIAL attribute that ties to the skill. While it may seem pointless (and it usually is), this may apply when you want to use an item that may penalize the skill (either directly or indirectly though the related SPECIAL attribute). Sneak and Small Guns with Power Armor comes to mind...
