Dual class weapon restrictions

I know that when you multiclass, you take the weapon restrictions usually (for example, a fighter/cleric cant use swords) does this also count for dual classing once you regain your previous skills..... a cleric with 4 stars in longsword wouldnt be very useful

Yes, dual classing follows the same rules, so if you're a fighter and intend to dual class from the start, you might as well allocate your proficiency points in the weapons that a cleric can use.

Similarly whith a fighter/druid. Specialise in large swords and missiles so that you can use slings and scimitars afterwards.
Before regaining proficiencies do not put them in large swords as they will be wasted (they are not cumulative). I personally put them in staves, but it is open to debate which is the best option.
There is a slight anomaly in that a fighter/mage can use swords and bows after regaining proficiencies.
