Third question in the same number of days

Say I have a half-elven Cleric/Ranger at 2/2. She gained a level on her Ranger class, does she get a proficiency point? If she reached level 4 for her Cleric class does she get another point? What will happen if I can't allocate these points anymore?

You only gain proficiency points for your "fastest" class, so in your case Ranger, every three levels.
If you can't allocate anymore, you won't get any.
