I found reference to this spell on two NWN2 exclusive wikis, but I cannot for dear life find it in the game. It's not among the metamagic feats either.

I only have MotB. Did it come in with one of the newer expansions, or did someone just copy the D20srd a bit too hastily?

That is from the 2nd link you provided. So I don tink that the permanency spell could have been added on later, seeing as MotB itself was released AFTER that page was last modified. So, based on my experience with MotB and the original NWN2, i think it isn't a usable spell/feat. Furthermore, i can't remember a skill/spell ever costing me xp points.
Still, it is possible that permanency exists in the game's vast database. Though it has to be noted that there are quite a number of feats/spells in the database which are unusable/broken in the game. For example, in the original NWN2, there were epic feats listed in the database, but even if you added them on with the console, you couldn't use them.
Too bad tho.... would have loved to be permanently enlarged. Could have flattened a foe or 2 by sitting on em.

As you point out yourself, there are plenty of interesting roleplay possibilities. Personally I might have a reason to try a Halfling through the OC for a change.

I know. Dispells on rest I think, or after 24 game hours have passed.
Permanency isn't in the game as an unused spell, I checked the editor. Too bad, but that ends my question. Maybe I can use craft wonderous item or something to make an item with a similar effect. I never really dabbled into that before.
