I've noticed that VATS only slows down time, but not stop it entirely. When you stack up several shots on an enemy, the enemy can still move. Does this change the percentage to hit?
For example - say a raider is running away, and you enter vats, and you have a 60% chance to hit him in the back with your 10mm pistol. So you stack three hits on his back (you don't have Concentrated Fire), each with 60% to hit. you exit VATS, and you see your character shoot him once. You miss. The Raider is still running away all this time, so he is now farther away when you fire your second shot. Is your chance to hit him still 60%, even though he took a couple steps away from you? What about your third shot?
Progressing this example further - say your shooting at another raider, who is not scared of you. you stack three shots at his left leg with your 10mm pistol, each with 75% chance to hit him (you again do not have concentrated fire). The first shot hits his leg, and does a bit of damage. Then he steps behind a wall. What happens to your second and third bullet? Do they hit the wall, or do they go through it to hit him?

So it's not good to stack several shots on an enemy? It would be better to shoot once in VATS, then as soon as it is done enter VATS again?

Depends on the situation, but in close quarters combat and situations where the target could find cover (even unintentionally, like falling off a ledge), that's a good idea.
