Is Irenicus supposed to talk?

I haven't played BG2 in many, many years and just recently picked it up again. So I go through character creation and all that, then I get to the part with the PC in the cage and Irenicus doing his thing. However Irenicus doesn't talk, all I see is his subtitles. It might be something wrong with my head but I think I remember hearing him say those phrases during my last playthrough. Just want to be sure, is there supposed to be a sound file playing then he talks in that first encounter in the dungeon?

Ayep, there is.
It's no wonder you remember, IMHO the voice acting there is AWESOME

Any idea why I can't hear him talk and only see the subtitles? I've looked in the options, didn't find anything that disables/enables voicepacks. Imoen does talk right after he leaves and I can hear it.

It sounds as though the soundfiles for that cutscene didn't install properly. You might try reinstalling the game.

I found a solution elsewhere, all I needed to do was disable EAX. It works now. What about all the dialogues with NPCs? They say the first line in the conversation and then its just text, that is as it should be correct?

Yes, if you don't have EAX, you don't want to run it. It can cause a number of potential problems.

Yes, it is. At that time, games were made that way.

It should be in your sound options. I think it is called "environmental audio"

I'm running on a pretty good machine, and I can't figure out why EAX is so messed up on it. Had the exact same problem and was getting mad before I figured out how to fix it.
