I am making a female elf wizard and I'm not sure what secondary class I should take.

Can I take Shudenja as a secondary? If I can and should, what secondary first tier class should I take?

No, you can't take Shugenja if you want to be a Wizard. Since you're playing a female, you could join the Sisterhood and select, say, Adept->Enchantress for your other two classes.
