For some reason, I can't get LOH to appear in the Merchant Quarter. She was right on schedule at Port Llast, but is nowhere to be found in Neverwinter. Do I need a specific party make-up to get her or is this one for the DebugMode?

for me it was opposite, she never appeared in Port Llast, but did appear in the Merchant Quarter. I don't think you need any specific party makeup.

one does not need any other npc, but alignment and the way you introduce yourself might be an issue.
she's in for the good and neutral, but will not help the evil.
