I have found the cave in the Shadowbrook valley and got down to the reliqary but didn't find th staff. What now?
Can anybody help me?

I can't tell what the problem is. There are three reliquaries scattered about, and in each one you talk to a ghost and loot a chest. Which part isn't working?

Staff parts do not appear in your inventory. They appear in lore -> items section.
