OK - I have just finished Act II, and I have six missing quests in the secondary quest file. Numbering from the start, these are quests 6, 10, 11, 12, 15, and 18.

I have not picked up NPC-specific quests for Sartan, Amren, Vix, Deru, or Eva - so these may account for some of them. But - where can I get these? There is supposed to be a green ! over characters offering these quests. I have been pretty much everywhere in Act II, and haven't seen any spare "!" hanging around. (the only areas I know that I have missed so far are Razka's ruins - can't get by the locked door with the X, and the Snowbrook Grotto lower level, which requires some type of stone tablet....)

Anyway, spoilers welcome. I really don't want to backtrack through the entire second act in search of these quests - but I am trying to do them all....

One of them will be Deru Treasure Hunt. There is a guy in one of the City corners (I do not remember which one exactly).

Also, Amren vision quest is in act 2 (no one gives you this quest, you must find some specific locations).

Eva quest is also there.

SPOILERS now:
Razka Ruins is first location of Deru's Treasure Hunt, location you mention (in Snowbrook Grotto) is part of quest in Act III (Mace of Aggarus)

#6: Arinth the Mad: if you have arinth's staff, go to lost valley of azunites and find location with same logo as staff parts. There will be Ari tth, and you can free him with his staff. Then go to the Temple of Isteru and Istaura and slay him.

#10: Deru's Treasure Hunt

#11: Mark of the Assasin: find (in south part of Aman'lu) in of the houses some shing green stone

#12: Aman'lu Arena: This is very good quest with a lot of loot. Go to the inn, and talk with the bartender. He will go about your adventures, and you will have to deny everything he says.

I do not know any records in my quest log about quests #15, and #18, but I think those are Amren and Eva's quests.

6. Arinth the Mad. You need to take the staff from #5 and break Arinth out of his prison. I think the prison is in Act 1.

10. Deru's quest. Triggered by a guy behind the pet shop in Amanlu.

11. Mark of the Assassin. You'll find a sparkly object in one of the houses of Amanlu. Pick it up to start the quest.

12. The Amanlu Arena. Talk to the Amanlu bartender but don't tell him any stories.

15. Amren's quest. Look for rings of mushrooms.

18. Eva's quest. It's triggered at the ambushed caravan south of Amanlu.
