Where is the "Online PDF Manual"?

My german printed manual mentions an "Online Manual in PDF format". It even points to a particular page of it. However, I could not find this online manual nor is there any information at Microsoft or GAS about it. - Where do I find it??

My problem is that I do not understand a particular skill within combat magic. At level 24 you can increase your magic's damage but it will start to hurt you. Atleast that is what my german version of DS2 tells me. Well, usually it hurts when I fight.
Therefore I am wondering what exactly is different when this skill is enabled. To be honest it sounds like a very bad idea. Only more stupid would be a "suicide bomber skill" where you die but your enemies will die with you ... What is the skill's original english description?

Ah, thanks. It is "Arcane Fury" and available at lvl36. Still I do not understand what it does. It increases the damage by 3% but does it mean I also have to take 3% more damage? Or is it just another "Devastation" skill?

Arcane Fury only increases the amount of damage that spellcasting powers do. It doesn't damage you or anything.

"or anything"? I still damage my opponents, right?

This skill is confusing. They should have left it with the other damage-increasing skills and given us something like a "frenzy skill", which could be similar to "critical hit" but only for mages:

"Sometimes mages get frenzies and the damage they deal doubles. Chance for frenzy: 3%"
