I'm now a level 52 archer (specialized on throwing weapon) and I've got a 20 in the Bleed skill. I see that this skill from 16 to 20 don't gain nothing, it's normal?
I search on the net and I find this table:

In the bleed table from 16 to 20, time, chance to cause bleed, Damage per second, are equal ... it's a bug?

What we show on the [url="http://www.gamebanshee.com/dungeonsiegeii/skills.php"]skills page[/url] is what the game displays. But I'd guess the game uses more significant digits, and so while you see 0.5 and 0.5, it might actually be 0.51 and 0.52. So there might be a slight difference at the highest skill levels.
