In the hellforge quest, are there any other factors other than repairing the hammer that affect that drop?
No. You'll always get one rune (El-Amn in normal, Sol-Um in NM, Hel-Gul in Hell) and a couple of normal, flawless and perfect gems, and all the runes and gems have an equal chance of dropping.
Edit: and the "repairing the hammer" thing is a myth. It's not true.
