Magic arrows and bolts?

I could have this all wrong, but…
I was bored with Diablo II and started playing around in single player with a *gasp* character editor. I discovered that it is very easy to add magic abilities to Arrows and Bolts. For example, I could make a Toxic Arrow of Vileness, and my arrows dealt poison damage and prevented monster heal. I found it very interesting that the “replenishes quantity” ability worked, providing me with effectively infinite ammo.
It boils down to, “Why don’t we have magic, set, and/or unique arrows and bolts?”
I see someone pointing out:
1. Bow and crossbow zon’s are already powerful enough, they don’t need any help!
2. Arrows and bolts are pretty common drops, perhaps they would be too easy to find?
3. I am not sure on this, but it's possible that arrows and bolts don't have item levels, so adding them to the game would innvolve more work than I think.
There are all sorts of options for this (I would restrict the sort of modifiers that can spawn on them, completely eliminating offense abilities and only letting them spawn defense abilities) but I don’t think having a unique arrow / bolt with replenishes quantity would be outrageous. Maybe have some magical ones with damage reduction and resistance bonuses.
I also don’t think they would ruin the economy. I wonder if blizzard thinks about the trade economy when they create new items and runewords?
