Help Please

Having a noise problem with mages. My Deru is lvl 15 range lvl 14 has dodge 6 and survival 4 but i cant seem to get silence what am i doing wrong? 
It looks like you meet the requirements for level 1 silence. If you click on the power, the game should let you know what the requiements are.
