unselectable npc bug.

Where, quest or side dialog npc or .. be more specifique

I have one which i giving me trouble. I am on epic mode and am at the end of act 1. I just killed the telkine and went outside to take the boat over to egypt and the npc there does not have a yellow arrow or anything clickable above his head.
I joined a game online and it says i have quests done in act 2, but i have no portals in act 2, so basically im stuck. If anyone has any ideas help me out plz =0 thanks.

You can ask someone to make a portal to somewhere in act 2
