I am missing the secondary mission between Minli the Faerie and Questionable Methods. Who have I missed talking to?

It's "The Aman'lu Arena". Apparently the arena survived, unlike most of Aman'Lu. The elevator leading to it is in the southern part of the main building in Aman'Lu.
