i was trying to find a mod that allows you to use all runewords and lets you do ubers and/or dclone in singleplayer.
does anyone know of such a mod?

When you say all runewords, are you meaning the 1.11b ladder only runewords? That can be fixed with a simple text file. message me if you want this.
With regards to the uber quests or diablo clone, try doing a search for plugY 7.01b.
PlugY can be a bit of a cheat, as in if you choose all of the default options, you can reallocate you skills and stats.
