"Activated upon attack"

I noticed some artifacts and weapons have "**** (activated upon attack)" on them. Is that a percentual chance (if that's the case, what's the chance?)
or does it activate every time you attack? same with "activated upon taking damage".

If it says Activates Upon Attack then that is what it is. I have a armor that have a stunning "chance", Activates upon taking damage. I hope this answers your question!

I have something like that. If you notice, above the **** activated upon attack, you will see "Grants Skill." From what I understand, it is a semi-passive skill. This basically means that it is passive, but needs to RECHARGE. Otherwise things such as "Eye of Heavens," which shoots 3 shots of 1.2k damage upon your attack, with a requirement of level 30, would be CRAZY.
