No dragon ?!?

Um hi im new here I joined cuz this seemed like a nice community and i have a little problem in ds2. At the end of act 2 theres the dragon boss in the stronghold i dunno how its called aniway i completed all the missions there until i got the order to defeat the dragon, so i sayd np and i go to this platform with the ballista and all but there is no dragon up there?! i though i didnt a complete certain quest but when i opened my journal it says defeat the dragon. I am a huge of the game tryed other rpgs none was as good as this one so pls help.
