internet running slow for absolutely no reason

hi
as said in the title my internet is running slow for no reason when it started i thought it might be a problem with the cable because the one going to my computer from the modem was looking a bit frayed so i went and bought a new one after putting the new one in and testing out the internet it was still very slow (highest was 10 k per second) so then i thought it might be some virus one the computer so i ran several virus scans with a whole bunch of diffrent problem. even after deleting several files that were viruses the internet was still running slow. getting frustrated i took the pretty drastic step of reformating the hard drive and even after wiping the drive and reinstalling the os the internet was still running slow now i am hoping someone here can help me please. if you need any other info just ask
os is vista 64bit
processor amd phenomenon x4 64 (quad core 2.4ghz)
ram- 4gb 800mhz
motherboard- ga-m750sli-ds4

Have you contacted your ISP?
Sometimes there can be a problem on their end.

Do a speed test tell us the result and your theoretical speed. Then it is easier to point to what the issue might be, because "the internet being slow" can be a myriad of issues.

well i cant actually get the speed test to finish it is that slow. it is not a problem with the isp because the internet works at the speed it should on the other computers (round about 160kb per second) while my desktop chugs along at around about 6-10kb per second. i will try the speed test again later but at the moment thats all i can tell you

And your not downloading patches and updates (service packs) or something else?

To understand some of your setup - you say multiple computers.....
Do you have multiple computers connected to the same point of Internet/router?
And if so - and the others run well enough, what happens if you try to change the cable(s) from one that runs well, or removes all but the one computer?

yeah all computers are running to the same modem i have changed cables around so i know the problem is isolated to the one pc however since i reformated the harddrive i dont really know what else to do
