He's in the area north of the Gnoll Stronghold. Go to the area which led into the gnoll stronghold and from there go north.
Or go down the sword coast areas with the sirines and eventually you'll get there.

When sifting through the screens, you'll eventually encounter an area where you'll be offered to guard some archeological dig.

Just south of there is Brage and his cousin.
