Chevalier's Armor set question

I was looking for this set and i knew that that it was in Leliana's quest area and also knew that it's quality was variable so i waited until level 18 to go do it bought the gloves from the vendor in the frostback mountains. I went to do the quest and expected to find the other two pieces and a) only found the armor and it wasn't dragonbone quality why was that? and the boots weren't there so I'm somewhat confused.
