Cabal in Brecilian forest (spoilers)

So I've played thru the Brecilian forest area (done the main quest and most side quests), but I still cant seem to find the Cabal of bloodmages for the Mages Collective quest. Where are these guys? Are they lurking in some hidden alcove in the ruins that I just havent found? Please help. Oh, and btw how many points in Survival do you need to cure the halla in elven camp? (hate to leave quests unfinished

They are the second area, where you can find the first Juggernaut piece. You have to return to the area to trigger the encounter. Leaving & re-entering should do the trick.
Both Survival & Persuasion are possible with the Halla. Each time, I had at least three ranks in the skills, so I can't be more precise. But, since they're both useful, especially Persuasion, I'd say to max them, and return later on.

From the voice of Expierience: 2 levels doesn't cut it with the Halla. Or at least it didn't for me.

Keep in mind that your Cunning also plays a part.

With a Cunning of 30, you'd think it'd worked..... 22 is minimum for the 4th tier.

No, that's 16, at least the last time I played.
