In the manual it says the bluff skill is connected to charisma. Does that mean you must have alot in charisma like 14 to be able to use this skill and if you have a low charisma like 10 no matter how many skill points you put into bluff it will never get better?

It means that Charisma modifier is added to your bluff points. 14 charisma gives you +2 to Bluff. 6 charisma lowers your bluff by 2. Having 20 Bluff points and 6 charisma leaves you with 18 Bluff points.

Bluff-wise having higher Charisma is just a minor bonus. Its the skill points that are important

It will get better, but the effect may be negligible. You can of course circumvent this by making use of charisma/bluff increasing items or equipment. And don't forget that certain classes (not just wizards) get spells that can temporarily increase these stats as well.

Provided that you play your cards right, you can forgo the very high Charisma/Bluff scores.
