I am in the Dwarven ruins and have come to a place with three rune stones. IF you touch them they spit out steam or something, but I can't figure out what to do with them.

Are you talking about the area where the stones have symbols above them? If so, there should be five in all, and the object is to match up the symbols on each stone with the runes.

There should be a SPOILER caption in this thread's title. 
Anyway..
Click on a single rune (get the "light") up. THEN,
Look to the color of the rune on the wall just behind the rune you just clicked on. THEN,
Go to the rune on the floor that has the same color as the one you just looked at on the wall; click on that rune.
Do this for all the runes.
