In Redding the two bartenders won't talk to me, so I can't continue with the "Dead Hooker" quest They say something like: "I'm not serving "them"... I've got Sulik and Vic in my party - Is this the problem
(I've got the Kilap update from NMA)

Yhm.. I don't think Sulik is one of the personas non grata in Redding.
Try telling him to wait (kick him from the party in other words) and then talk to the bartender. Invite Sulik again afterwards
