Xzar and Montaron... Bug?

I dropped Xzar and Monty in Nashkel (to get Minsc and Dynaheir), when I returned there I talked with Xzar, but he and Monty didnt join my group (Xzar said something about have my skull as a souvenir
) and they left after that, but now every time I return to Nashkel, they are waiting in the same place and saying the same things and leaving me again... So, is this a bug? Or maybe I must do something (it is not my reputation) to get them back?

I don't think it is a bug. Some characters/duos will not join your party for certain reasons - Jaheira/Khalid won't if youinitially refuse them. Maybe Xzar/Montaron won't if you ditch them once. I don't know b/c I've never taken Xzar past the Friendly arm inn. But certain events like that are scripted.

Well acautlly you can, if you initially talk to say, Jaheria and says no to them, if you return and talk to Khalid, they will still join.
(at least they did with me)
Regarding Montazon and Xzar it could be as Grunt. says - and/or maybe a reputation issue.

I tried again after some days, and they joined my group this time... And they have more exp points now! And new items too! Interesting, I think this only occur with Xzar and Montaron...

The same thing happen to Jaheira and Kahlid in the scenario I stated futher up

I've found that many disgruntled NPC's that initially refuse to rejoin your group, WILL offer to rejoin after an extended period. Something on the order of several Chapters of the game.
Currently Xzar, Viconia, Kagain, and Eldoth are all characters who formerly insulted me and walked off, but will now rejoin me. Montaron, Edwin, and Jaheira are not offering to rejoin at this time, but are no longer insulting and storming off.
Kivan is the only NPC I can't access currently, and I assume this will change with time too.
I don't know what triggers this change of heart. I believe it's automatic after several months of game time.
