Where to find the Tzimisce hand?

Hello all,
One problem I had with this game is that one great item, a 1-handed Shriveled Tzimisce hand, that yields 30 aggravated damage, has a 99 speed rating and level 3 potence. In the multiplayer you may add this awesome weapon, but in the game single player, I could not find it. Did anyone find this item in the game? It's also known as the "hand of conrad" and "Shriveled hand".
