Boderline Ridiculous... *spoilers*

... renegade/paragon requirements!?
I just did the assignment "Citadel: Found Forged ID". Talked to the Asari, went to the C-Sec Customs Officer, talked to her. I'm lvl 21 and my renegade bar is something around 70% full. Still the renegade conversation option was unavailable to me. So I went back to the Normandy, retrained my powers to get +100% renegade instead of the prior +70%, which pushed my renegade score to about 82% of the bar. Guess what? Still no renegade option available! And this is a more or less unimportant sidequest...
Am I the only one who thinks the renegade/paragon requirements are a little high? Or is the rumor that the paragon/renegade requirements scale with level really true? If so, it would be even more ridiculous because a higher level doesn't mean a higher renegade/paragon score at all.

No idea; each and everyone of those options was always available to me. Maybe you've been too "neutral" up until now?

I don't think so. In the beginning I chose a few paragon/neutral options because I had the illusion ME2 would give the neutral/mixed approach a chance, but after that I practically played pure renegade.
One of the problems is, that I played pure paragon in ME 1, thus gaining mostly paragon bonus points in ME2. Another problem
could be level scaling. Considering you can only reach a maximum of level 25 from what I've heard, level 21 is pretty high, so if the morality point requirements are indeed based on your level, the game probably expects me have close to maximum renegade points by now.
Edit: Furthermore it seems to me that paragon points are way easier to acquire than renegade points. There are countless paragon interrupts that give you paragon points accordingly, but you don't get the same amount of renegade points for not using the interrupts. Same with renegade interrupts, but there are fewer of those.

Update: Another little incident that fits quite well into this is the argument between Tali & Legion after both of their loyalty missions. The paragon requirement to solve this issue is a meager 60%, while you definitely need to be 100% renegade for the renegade option. Paragon is ridiculously favored imho, not just because of this. As I mentioned above, there are many other arguments that favor the paragon player.

Not sure if Renegade/Paragon conversation requirements scale with level, or if it's just that the conversations later in the game have higher requirements because you're likely to be higher level by that point. Either way, I always try to max out Shepard's class skill first to get the R/P bonus (it not only increases the R/P points you've already accumulated, but you accumulate them faster from that point onward too).
Having said that, I think some R/P conversation options are situation based in addition to having R/P point requirements. For example, I had a male Shepard with almost 100% renegade points, and I didn't get the renegade conversation option in one situation (spoiler:
Samara's loyalty mission when Morinth tries to seduce Shepard
), but in another play through my female Shepard at about the same level but with only about 75% renegade points
did get the renegade conversation option in the same situation.
