I've gone through many forums and this one seems to be the most helpful.
Right now I have only Icewind Dale installed, no expansions or the second one.
I've edited the .ini file, and I've looked in the configuration utility (there's no check box for enabling cheats). I checked and re-checked that i spelled Cheats=1 correctly, no qoutes, and it's under the Game Options area.
The console won't come up and I'm at a total loss.
I do have Windows 7 but I don't really see how that could interfere.
If anyone has any ideas or help that would be awesome and greatly appreciated :] Thanks.

It sounds as though you're doing everything right, though somebody better acquainted with IWD's technical aspects might be able to tell you more.
However, depending on what you want to do, it's possible [url="http://www.mud-master.com/dalekeeper/index.html"]Dale Keeper[/url] will help you out. It's a game editor and very easy to use.
I'm not certain it will work in Windows 7, but it's worth giving it a shot.
Just unpack the file into your main IWD Folder and double click the icon that appears. The rest is fairly self-explanatory
