Luck - or use quick save before leveling and quick load if you don't like what you get.

If you are referring to being able to check a box saying "max HP on level up" then no....

that is annoying i saved before doing the level up it took me 45 minutes of constantly retrying and is still coudlnt get more than 2 points higher i have a 18 in constitution
