How do you get this ring? Can you obtain it if you're main character isn't a mage?

Yes, I've gotten a better one than is offered from the mage quest. It is in a sub- quest. Post again if you want a spoiler.

There is also a Ring of Acuity which is similar, also obtainable without a mage as main.

I recently got a ring of Wizardry as loot from the Harper, Galvarey or something like that...

So far this time thru the game I have come across 3 rings (i am in chapter 2).

1 from the harpers for high level spells (5-7 maybe?) and you can get 2 (for lvl 1-4) during the planar sphere quest. You get 1 if you pick pocket lavok and then another when you complete the quest (or you can pick pocket him again).
