I'm only familiar with 3rd edition, so if it's a different one I can't help you.
A halfling barbarian isn't really ideal, but extra dexterity and extra AC can't hurt a barbarian. The main issue is the strength penalty, and you'll have to expend ability points to plug that hole, however, it is doable.
Human and half-orc are the obvious candidates, but by no means the only ones. Half elves might not make too much sense from a roleplaying perspective but are just as servicable as humans. Dwarves and gnomes can make good barbarians - the extra constitution is always handy. Elves are typically a bit squishy unless using a particular subrace.
As for a monk/barbarian, does't seem plausible to me, the alignment thing is just too opposite, and I can't remember if there are rules for a monk that becomes non lawful. You'd essentially have to level up as a barbarian and then switch alighment to be able to level up as a monk, and because you'd be splitting your levels you'd lose the best features of each class - the barbarian side would have less damage resistance and less rages and the monk side would have less of the special abilities.
You wouldn't be able to wear armor, so realisitcally your are better off taking weapon finesse for unarmed and racking up points in dex so you simultanious increase AC and attack, but that makes rage redundant. Equally, to get any bonuses out of even taking one level of monk, you'd have to take off your armour which probably is going to give you better bonuses than any WIS bonus to your AC anyway.
