Some more information might make it easier for somone to help you; like what system you're playing it on, what other content you have installed for Oblivion etc..

Be aware that Shivering Isles doesn't immediately 'pop up' as some other DLC does, it usually takes a day or so for the message about a strange door to pop up. A day or so game time, not real time I mean.

Are you playing on a console by any chance,
"Downloading Extra Conent"
makes me think you are, if so I haven't a clue what you can do. If you are on a PC then a solution can be found, one reason why I advise people not to buy it for a console if they have a PC.

It should automatically give you a message about a mysterious island appearing in the Niben Bay after a day or two of in-game time. If using the wait button doesn't work, try sleeping instead (or do some exploring or just stand your character in a safe corner and let the time elapse in-game). If none of that works, you might try uninstalling and reinstalling it.

GOTY edition, or older Oblivion + SI expansion CD, or DLC? Not sure that it matters, but I've never had trouble with either of the CD versions.

I have heard of problems with saved games. Probably not what you want to hear, but try starting a new character or loading an older saved game and see if you get the prompt.

Well it takes exactly 3 in-game days for the message to pop up but assuming you waited 3 days then lets get on with other possible solutions. First check your journal to make sure you haven't already gotten the message and just skipped through it by accident, should be titled "Strange Door in Niben Bay" or something along those lines, if nothing then I'd suggest re-downloading the expansion. Also, make sure you're signed into xbox live (For some DLC it requires this for some odd reason).

DLC = Downloadable Content

Regardless of you getting that note, can you find a small island in the middle of the big lake directly east of Bravil? If you installed the expansion correctly, the island should be there even before the three days before you get that message have passed.

I would try it out with a new character, just to be safe.

OK, this is an unlikely scenario, but since you are using a CD, what are the chances that you're trying to install the PC version of SI onto an Xbox?

I have looked for the island, can't find it.I've made a new character, still nothing and had him for 3 mouths!

If you are sure you have the Shivering Isles Expansion on the disc, it could be that the disc itself is faulty. Contact your supplier for a replacement.
