I had this problem that all my Infinite Engine games had unbelievably bad framerate on my new computer. I googled it and found out a lot of people have the same problem but couldn't find the solution. Then I accidentally figured out the solution.
If you have a new GPU and Infinity Engine games run slow (unplayable), you need to go and disable your DirectDraw acceleration. To do this, choose Run in Start menu and type
dxdiag. This will open DirectX Diagnostic Tool and you can disable DirectDraw acceleration in Display menu. I hope this helps.

This only works for Windows XP. Windows Vista and Windows 7 have DirectDraw (and Direct3D) as an integral part of the OS, and there is no option to disable that using dxdiag.
I had to give up playing Icewind Dale 2 on my (fairly recent) computer due to incredible slowdowns and crashes to desktop

Thanks for the link. Still doesn't work for my case
Further online research revealed that there is no support for disabling DirectDraw in newer nVidia graphics drivers, which would be the problem in my case.

Addendum: That link provides information on how to enable DirectDraw if it is disabled, not the other way around.
