Working out the level of magic items (3.5)

Hi forums
My group will soon be doing a level 10 campaign in which we can start out with three magic items in addittion to all the gold- a level 9, item, level 10, and level 11.
However we are all compleely stumped by how to work it out. Sometimes it wil tell you the item level in the book, but often it's just the required caster level to make it, or it will say its +1, +2, etc. I know these are indicative of the prices of having an equivilant bonus on the item, but how does this tell us what level it is?
It's all got very confusing. Money is also not a concern for these three items, we get them in addition to the gold.
Lastly, anyone have any reccomendations for a level 9 item? The character is a level 7 Favoured Soul/Level 3 Ashworm Dragoon.
