Have you "given" the arms and legs to Kangaxx within his actual coffin? You should have to press the "use" cursor (which looks like arrows going in a circle) a few times before he initiates dialog.

Tried that multiple times - keep clicking on the coffin/sarcophagus, but nothing happens...

Do you have a save game before you entered the Docks District, after you have retrieved his torso as well as arms and legs?

I gave up and just finished the game without beating him. Started a new one and I'll see if it's a one-time fluke. First time it's ever happened...

Probably a corruption in scripts. It happens in BG2. The easiest possible way to fix it is to reload a previous save, before entering the tomb. The nastiest possible way, which sadly is sometimes also the required one, is re-installing the game.

Thankfully your problem seems like a minor one.

Actually the easiest possible way is to just use the console to summon him.

CreateCreature("HLKANG") will summon his lich (first) form. His lich form will appear and go through his "Ill give you your reward" dialogue.
