Can't trigger the Wolf (homeless kid) encounter

Never had an issue before but in this instance I triggered the merchant quarter encounter first and now the docks encounter isn't working. Is it possible to initiate it via the console? This is the scene where you save Wolf from a thug by lying for him.

If I remember right, it normally triggers en-route to the back alley during the related quest. I normally join the watch and have had it trigger whenever I have gone to do the quest in the back alley - not sure if it is the same if you join Moire.

By merchant quater you mean the one with the little girl stealing stuff? "..excuse me!" style?
Have you by any chance done the back alley part of the main quest BEFORE aiding the sneaky little thief? I may be wrong, but since you don't ever have to go back to the docks after the warehouse quest...

I helped the little girl before doing the back alley quests and the Wolf part did not trigger after I passed him. Maybe it's the way I played the first encounter? I spotted the girl taking money but persuaded the victim to let her go.

It sounds like you played the encounter fine. So long as the girl thanks you at the end of the conversation you are gold. Sounds like a bug. You said you passed him, that suggests the encounter didn't trigger or you managed to take a wide enough berth that you managed to bypass the area trigger altogether!
