how do you convince bolvyn venim to let you be hortator?

i have only became hortator of telvani. i am trying to get bolvyn venim to let me be hortator of redoran. i have convinced all the others. i googled and it said he would challenge me to duel in the arena, i selected all the dialog options, but still nothing. i have not became neravine of any other tribes besides the urk something, the first one you ever go to. do i have to be the neravine of them all before he will challenge me to duel?

Maybe, I have never tried it that way. Should all fail, there is still the [url="http://www.uesp.net/wiki/Morrowind:Yagrum_Bagarn_and_Wraithguard"]back route[/url] to consider. I actually prefer it so I don't end up with an overpowered demi-god character for the expansions.

apparently he will only challenge you once ALL the other Redoran's have agreed to vote for you, so perhaps you missed one?

20+ reputation before the horator / village quests you will not have to do any of them.
HUGE time saver.
As for the redoran horator, make a backup save before talking to Venim and challenging him. He sometimes bugs out and does not go to the arena.

Poster basically asked for one, and I didn't tell any details. Plus (actual spoiler
the game marks Vivec as an plot-important character, the message you get after killing him won't really encourage new players to continue their game
