How do i make spells in oblivion!!

Ok. ive been gathering materials for a while now and have been storing them in my house but there is one problem..... How do i make spells??? Do i have to buy things to make them or what. Please help

You don't make spells. You make potions with the ingredients you have gathered, but you need at least a pestle and mortar to do so. You should have picked one up in the starter dungeon, but if you didn't, you can buy all you need in the Market District of the Imperial City, or if you are a Mage and have joined the Mage Guild, you can pick up the equipment for free from any Guild house.
Spells, you have to buy, either from stores such as Mystic Emporium, or Edgar's Discount Spells, in Imperial City, or from Guild Mages.

It's still possible to create spells in Oblivion. Two ways that I know of are to get the Wizard's tower extension, it comes with a spell making alter but you need to buy the candles for it from the magic vendor in the trade district (If you start the quest for the tower there will be a marker pointing towards him.
The other way is via mage's guild. I know if you become the Mage's Guild Master than in your mage's quarters you're given an enchantment altar and a spell making one.

The spell making altar and the enchanting altar are also available at the Arcane University, in the Praxographical Center and the Chironasium buildings, respectively. You only need to be a member of the Mages Guild to access those, unlike the Archmage's Chambers, which you get access to at the end of the Mages Guild quest line.

Anarchy Nooblet and Pulveriser are correct, once you've completed the Mage Guild Recommendation quests you gain access to the Arcane University. This originally was the only way to get to making your own spells.
Be warned however that once you figure out how to make your own spells and get the most out of them, it's game over. Wizards Rule OK!
There is a cheat way to make them as well using the console, but that makes the game far too easy, as if it wasn't easy enough already.

Galraen is right about the game being easy - but not quite! When you are new to it, and haven't figured out how to toddle through it without a blink, it can be harder. Same as any new game, really - when you've learnt how to build a winning character, it's easy.
While you are still getting there, you tend to die a lot! :laugh:
Now, when I create a new Oblivion char, I go for a weakling, just to give myself a challenge. Or you could opt for a harder setting.
