Party Side Quest in Chapter 1

I can't seem to trigger it. I've found the house where the Special Forces are quartered, and talked to all six of them, but I only get floating conversation, nothing resembling a conversation or a quest.
Any help is appreciated!

I'm not sure how far you have to advance in the main quests (very little), but I think I have done that quest as one of my last side quests. I'll wrap this one up in spoilers as well
Basically, all you have to do is talk to Ves as far as I remember, in that house up the stairs, left of the inn. Then a throwing knife contest begins, along with arm wrestling etc. If I remember well, I at least talked to Cedric at that point, which is part of some main quest, The Kayran was it? (not necessarily complete, but just to the point where Triss is going with you to find him up the ladders outside

Ah, I still have to talk to Cedric for that mainquest. Might be that. Ves was the only one who wasn't in the building.
